Las negociaciones concluyeron con descuentos, acuerdos de financiación y flexibilización de cantidades en 26 contratos de transporte, los cuales movilizaron alrededor de 600 mil barriles de crudo por día entre abril y mayo.
29 de mayo de 2020. Las compañías de transporte de petróleo por oleoductos en Colombia alcanzaron en los últimos días varios acuerdos con productores y traders sobre alivios tarifarios. Los acuerdos contribuyen a que las petroleras tengan en forma inmediata facilidades para mitigar el impacto de la crisis derivada del abrupto descenso de los precios del crudo y de la covid-19.
Tras las negociaciones, Cenit Transporte y Logística de Hidrocarburos S.A.S, Oleoducto Central S.A. (OCENSA), Oleoducto de Colombia S.A. (ODC) y Oleoducto de los Llanos Orientales, S.A. (ODL) acordaron con algunos remitentes esquemas de financiación del 50% de la tarifa hasta por seis meses, que además incluyen periodos de gracia específicos para cada empresa.
En un principio Cenit y sus filiales habían ofrecido financiación por los meses de mayo y junio, pero tras múltiples conversaciones con los remitentes se acordó extender este alivio por cuatro meses más. Las ayudas en la financiación mencionada no están sujetas a la condición de volúmenes mínimos facturados o a un determinado precio del petróleo, lo cual se constituye en un alivio de caja para los productores y traders.
A los plazos en financiación se suman descuentos en las tarifas, que van del 6% al 21% según el tramo y la cantidad de crudo transportado, modalidad que se aplicó a 13 contratos en las últimas semanas.
Finalmente, como parte de los acuerdos con los remitentes también se concretó la flexibilización en nueve contratos de transporte, dependiendo de sus condiciones particulares.
Todos los acuerdos mencionados permiten que cerca de un 80% de los volúmenes evacuados por los sistemas cuente con al menos alguno de los alivios propuestos.
La coyuntura actual ha afectado a toda la industria petrolera, incluidos productores, transportadores, la refinación y los comercializadores. Conscientes de esta situación, las compañías del segmento de transporte ratifican con estos acuerdos su voluntad para encontrar alternativas viables y concretar soluciones con los remitentes.
Por su parte, la Asociación Colombiana del Petróleo (ACP) registró de manera positiva el acuerdo al que han llegado algunas empresas privadas remitentes de petróleo, con las empresas transportadoras de oleoductos de propiedad de Ecopetrol, a través de Cenit y sus filiales.
«Sin duda, la difícil situación de las compañías que operan en Colombia y que se manifiesta en el cierre de pozos y campos y en la vertiginosa caída de la producción en los últimos meses, ha llevado a algunas de las empresas privadas a aceptar los términos de una nueva oferta de financiación de parte de los transportadores, la cual se espera genere un alivio en esta coyuntura», señaló el gremio en un comunicado.
Los acuerdos representan alivios de pago para las empresas que se acogieron a estos e incluyen mejoras en las condiciones frente a las anunciadas hace unas semanas, entre otras negociaciones particulares en el marco de los contratos que cada empresa tiene con los transportadores.
«Si bien los acuerdos son positivos en el corto plazo, la ACP reitera que seguirá trabajando de la mano con el Gobierno y las empresas para que el costo del transporte por oleoductos se reduzca y se corrija la metodología tarifaria para evitar que los usuarios continúen pagando tarifas excesivas que le restan la competitividad a Colombia para atraer inversiones en exploración y producción, necesarias para la sostenibilidad del sector de hidrocarburos en el mediano plazo», concluyó el gremio petrolero.
