En 2019 se firmarán 31 contratos de sísmica, exploración y producción, con lo cual se reactiva la actividad petrolera en Colombia, luego de cinco años que no se firmaron contratos.
5 de diciembre de 2019. Con los resultados del segundo ciclo del Proceso Permanente de Asignación de Áreas (PPAA), por parte de la Agencia Nacional de Hidrocarburos (ANH), sumados a los 16 contratos ya suscritos en 2019, el año cierra con 31 contratos firmados y compromisos de inversión que superan los 2.713 millones de dólares.
“Este resultado es particularmente satisfactorio durante el primer año de Gobierno del Presidente Iván Duque, y ratifica la confianza de los inversionistas petroleros en la reactivación del sector, empeño de esta Administración para garantizar la autosuficencia energética, mantener el equilibrio cambiario y fiscal, y apoyar la demanda de inversión social en el país“, dijo Luis Miguel Morelli, presidente de la ANH, al cierre de la entrega de contraofertas del segundo ciclo de asignación de áreas.
El 5 de diciembre solo se presentó una contraoferta para este ciclo, por el bloque llanos 124 por parte de Parex Resources, que duplicó la oferta, al pasar de 12 a 24 millones de dólares, en competencia con la Unión Temporal Geopark – Hocol, que presentó la mejor propuesta inicial para el área. Con este resultado, la asignación de los 14 bloques representa compromisos de inversión que superan los 500 millones de dólares.
De acuerdo con Morelli, “el balance de la audiencia de hoy es una excelente noticia para el país. A partir de este momento se asignan 14 de los 15 bloques en disputa, contratos que se celebrarán en los próximos días, y queda un bloque en competencia cuya definición se conocerá el 12 de diciembre, dependiendo de si el proponente inicial mejora la contraoferta recibida. En el segundo ciclo de la subasta del PPAA 2019, hasta el momento, se han generado compromisos de inversión de unos 512 millones de dólares, cifra que podría aumentar si Geopark – Hocol ejerce la opción de mejoramiento a la contraoferta recibida.”
El funcionario señaló que esa inversión irá en un 80 por ciento a exploración y producción y un 20% a actividades de sísmica. Se espera que en los bloques asignados del segundo ciclo en los próximos dos años se perforen 46 pozos exploratorios y uno estratigráfico, se corran 75 kilómetros cuadrados de sísmica 2D y 1.913 kilómetros cuadrados de sísmica 3D.
Adicionalmente, la ANH contrató de manera directa la adquisición de 500 kilómetros cuadrados de sísmica 2D en las cuencas Arjona, Nueva Granada y Catatumbo.
Morelli anunció también que el próximo año de realizarán otros dos ciclo de asignación de áreas para la denominada ‘Liga A’ y que se trabaja en la reforma del Acuerdo 2 de 2017 o reglamento de asignación, para sacar a oferta campos menores descubiertos pero que están inactivos, para dar cabida a empresas de menor tamaño, en lo que se denomina la ‘Liga B’.
Si el Consejo Directivo de la ANH aprueba las reformas el 17 de diciembre y Wood Mackenzie entrega la consultoría sobre las condiciones y mecánica para la oferta de esas áreas, a comienzos de 2020 saldría este ciclo de asignación de áreas.
