La medida permitirá asegurar el 100% del consumo de subsistencia, o consumo necesario básico, para los nueve millones de usuarios de energía eléctrica y los ocho millones de usuarios de gas natural domiciliario en los estratos 1 y 2, durante el Aislamiento Preventivo Obligatorio.

26 de marzo de 2020.   El Gobierno Nacional asegurará el 100% del consumo de subsistencia para los nueve millones de usuarios de energía eléctrica y los ocho millones de gas natural domiciliario en los estratos 1 y 2 durante el Aislamiento Preventivo Obligatorio.

De acuerdo con la ministra de Energía, María Fernanda Suárez, quienes no cuenten con los recursos para el pago de sus facturas, podrán diferir a 36 cuotas el valor correspondiente al consumo necesario básico, sin ningún recargo adicional.

Actualmente más de 12 millones de familias, que representan un 85% de la totalidad de los usuarios residenciales del país, reciben subsidios para el servicio de energía eléctrica. En el estrato 1 este beneficio cubre un 60% del consumo de subsistencia, un 50% para el estrato 2, y un 15% del consumo de subsistencia para estrato 3. Con esta medida, los usuarios de los estratos 1 y 2 podrán pagar el excedente reflejado en la factura durante los próximos tres años. 

“De esta manera un usuario en el estrato 1, cuya factura tiene un valor promedio de $25.000 pesos mensuales por el consumo necesario básico o consumo de subsistencia, no pagará en abril si no cuenta con los recursos, y en los 36 meses posteriores al Aislamiento Preventivo pagará $700 pesos adicionales cada mes”, dijo la Ministra.

Entre tanto, los usuarios de los estratos 1 y 2 que tengan recursos para pagar oportunamente el servicio podrán obtener como incentivo un descuento hasta del 10% sobre el valor de la factura.

La ministra Suárez también invitó a los colombianos a hacer un uso eficiente de la energía eléctrica y el gas natural en sus hogares, y anunció que de la mano de las empresas y el Ministerio de Hacienda y Crédito Público, el Gobierno Nacional trabaja en incentivos que permitan flexibilidad en los pagos para los estratos 3 y 4.

Actualmente, las empresas avanzan en la reconexión del servicio para más de 462.000 usuarios residenciales que no contaban con suministro de energía por situaciones relacionadas con el pago, de los cuales cerca del 60% se encuentran en estado 1 y 30% en el estrato 2. Además, los distribuidores no realizarán suspensiones del servicio a usuarios en los estratos 1, 2 y 3, durante el tiempo que dure el Aislamiento Preventivo Obligatorio.
