Reactivan convocatoria para construir la regasificadora del Pacífico

Se aproxima un nuevo intento por seleccionar al inversionista que construirá la segunda planta de regasificación en Colombia. Así quedó evidenciado en la reciente resolución CREG 702005, publicada para comentarios hasta el 23 de junio y de la cual se destacan varios aspectos interesantes.

10 de junio de 2022.   Uno de los aspectos a destacar en la Resolución CREG 702005 que salió a comentarios es que no se requiere pluralidad de oferentes interesados en construir el proyecto porque bastará con la participación de un único proponente con una oferta válida para que la Unidad de Planeación Minero Energética (UPME) proceda con la adjudicación.

Otros aspectos que son nuevos se destacan en los siguientes:

Primero: La propuesta refleja los aspectos regulatorios relevantes que identificó la UPME para que en el desarrollo de una nueva convocatoria se culmine de manera exitosa con la adjudicación del proyecto de la terminal de importación.

Segundo:  Se incluyen nuevas definiciones, dentro de ellas la de gas de operación, el cual se define como la cantidad de gas natural necesaria para la operación de la infraestructura de regasificación, tal como la requerida para autogeneración de energía eléctrica.

Tercero: Se propone un detalle de hitos en el cronograma de construcción de la terminal. Dentro de esos hitos se encuentran la obtención del derecho al uso de los terrenos para el proyecto, consultas previas, permisos y licencia ambiental, orden de compra de los equipos, permisos y licencias para conexiones a infraestructura existente.

Cuarto: Reglas para ajustar el valor de la garantía de cumplimiento por retraso en la construcción del proyecto, donde se advierten incrementos hasta en cuatro ocasiones.

Quinto: Se refuerza la publicidad y transparencia de los informes del auditor. Se propone que los informes del auditor sean de carácter público e incluyan un resumen de la metodología de la auditoría implementada y un resumen de los principales hallazgos.

Sexto: Si se presenta más de un proponente al proceso de selección y solamente se obtiene una oferta válida, la UPME adjudicará el proyecto al proponente que presentó la oferta válida.

Séptimo:Los transportadores de gas a los que se conectan los proyectos del Plan de Abastecimiento de Gas Natural no podrán cobrar a los ejecutores de los proyectos por el acceso del proyecto a la infraestructura de sus sistemas de transporte.

La reactivación de la convocatoria para la construcción de la terminal en el Pacífico se alinea con las razones que motivan el cambio en las reglas para la comercialización de gas en el mercado mayorista, donde se crean incentivos para la importación de gas natural con el fin de promover el abastecimiento de este energético en Colombia.
