Once áreas, de un total de 20 ofrecidas por la ANH para la primera puja del Proceso Permanente de Asignación de Áreas (PPAA) de 2019, recibieron 19 ofertas de 7 compañías inversionistas.
5 de junio de 2019. Como histórico, calificó la Agencia Nacional de Hidrocarburos (ANH) el resultado de la primera puja de 2019 por áreas petroleras en Colombia.
Luego de cinco años sin haber firmado contratos de Exploración y Producción de hidrocarburos por concurso, Colombia, por intermedio de la ANH, administradora del recurso hidrocarburífero, alcanzó una histórica tasa de colocación de 55 % de las áreas ofrecidas. Dos bloques continentales, LLA 87 de la cuenca Llanos Orientales y VIM 22 de la cuenca Valle Inferior del Magdalena, fueron los más apetecidos por los inversionistas con tres ofertas recibidas para cada uno.
De acuerdo con Luis Miguel Morelli, presidente de la ANH, “el resultado de esta primera audiencia de ofertas para bloques petroleros en 2019 es una excelente noticia para el país. Los inversionistas mostraron apetito por 11 de las 20 áreas ofrecidas por la Agencia, alcanzando una notable tasa de éxito de colocación de 55 % del total postulado. Siete de las compañías habilitadas para ofertar presentaron 19 propuestas, cuya validez será verificada por una firma auditora independiente, lo cual es una muestra evidente de que la reactivación del sector ha dejado de ser un propósito para convertirse en realidad, y de que los inversionistas petroleros tienen confianza en el gobierno del presidente Iván Duque y sus esfuerzos para devolver dinamismo a la economía del país”.
Las compañías habilitadas que presentaron propuesta el martes 4 de junio fueron: Frontera Energy Colombia Corp., Parex Resources Ltd., Gran Tierra Energy Colombia LLC, Geopark Colombia S.A.S., Ecopetrol Costa Afuera S.A.S., Hocol S.A. y ONGC Videsh Ltd.
Las áreas ofrecidas que recibieron propuesta son:
- Guajira Off Shore, emergente (1)
- Llanos 85, madura (1)
- Llanos 86, madura (2)
- Llanos 87, madura (3)
- Llanos 99, emergente, (1)
- Llanos 94, madura (2)
- Llanos 104, madura (1)
- Valle Inferior del Magdalena 22, emergente (3)
- Valle Medio del Magdalena 24, emergente (1)
- Cordillera 9, madura (2)
- Valle Superior del Magdalena 25, emergente (2)
Las propuestas recibidas el 4 de junio serán validadas por la firma Gestión y Auditoría Especializada S.A.S., auditora independiente, y el 13 de junio la Agencia Nacional de Hidrocarburos publicará la lista definitiva de mejor Propuesta Inicial para cada una de las 11 áreas que recibieron oferta y la declaración de área no asignada para aquellos bloques que no recibieron propuesta de los inversionistas. Estas áreas podrán ser incluidas en las nuevas subastas que programe la ANH durante el resto del año.
La puja continuará el miércoles 26 de junio, cuando se celebre la Audiencia de Contraofertas, donde las compañías tendrán la posibilidad de mejorar la mejor propuesta inicial de cada una de las 11 áreas que se mantienen en competencia. Luego de la validación de las contraofertas por parte de la firma auditora, la ANH publicará el 8 de julio la declaración de la contraoferta más favorable para cada una de las 11 áreas en competencia.
El 9 de julio, únicamente los proponentes iniciales de cada área en disputa podrán ejercer la opción de mejoramiento de la respectiva contraoferta, y finalmente el 16 de julio, previa validación de la auditoría independiente, la ANH publicará mediante acto administrativo la adjudicación de las 11 áreas en competencia a la mejor oferta alcanzada para cada una de ellas. A partir del 17 de julio se realizará la suscripción de los nuevos contratos.
