En 2019 saldría convocatoria para la regasificadora de Buenaventura

15 de abril de 2019.   El director de la Unidad de Planeación Minero Energética (UPME), Ricardo Ramírez, dijo que luego de una revisión a los acontecimientos del último año, se replanteó el cronograma para la construcción de la planta de regasificación del Pacífico (FSRU) y el gasoducto Buenaventura-Yumbo.

De acuerdo con el funcionario, la convocatoria para los interesados en construir la infraestructura saldría en el tercer trimestre de 2019 y se estaría adjudicando en el primer trimestre de 2020.

Ramírez señaló que, para evitar riesgos de atrasos, la convocatoria saldrá por las dos obras: planta de regasificación con una capacidad de 400 millones de pies cúbicos diarios (MPCD) más infraestructura para inventario de por lo menos el 20 por ciento de la capacidad, y el gasoducto Buenaventura-Yumbo, con una longitud de cien kilómetros.

Además, dijo que se debe agregar una tercera obra que consiste en la adecuación del gasoducto Yumbo-Mariquita, para llevar el hidrocarburo hacia el interior del país. En total, el costo de las obras alcanza los 700 millones de dólares.     

Acerca de quién asumirá los costos de las obras, Ramírez dijo que los asumirían “los usuarios colombianos que usen la planta; el esquema está hecho de tal manera que si hay un grupo de usuarios que quiera tener parte de la capacidad de la planta, como es el caso de los térmicos, pues ellos quieren respaldo en energía firme, es probable que parte de la planta la paguen los térmicos, y en eso estamos trabajando para que el resto de usuarios pague menos.”

Finalmente, Ramírez destacó que la planta de Buenaventura es necesaria porque los principales campos del país están declinando y la demanda está creciendo, como es el caso del gas para las nuevas térmicas de cargo por confiabilidad, la entrada de más transporte masivo a gas y los requerimientos en campos petroleros.
