Este 30 de junio termina el descuento que Ecopetrol aplicó al comercializador mayorista de GLP y que contribuyó a la rebaja en el precio de los cilindros y recuperó parte de la demanda perdida durante 2021.
29 de junio de 2022. Al finalizar el descuento del 30% en el gas licuado del petróleo (GLP), que aplicó Ecopetrol al comercializador mayorista durante el primer semestre de 2022, los precios de los cilindros subirán entre el 14 y el 16 por ciento al consumidor final.
Así lo manifestaron los gremios del sector y, en consecuencia, solicitaron al gobierno una partida de $400.000 en subsidios para paliar el efecto en los bolsillos de los estratos más vulnerables.
Actualmente, el monto de los subsidios al GLP es de $95.000 millones (una décima parte del subsidio la gas natural, que es de $950.000 millones), pero solo $62.400 millones están destinados al consumo en cilindros para los estratos 1 y 2; el resto, se destina a subsidiar el consumo a través de redes y al programa de sustitución de leña.

En consecuencia, tanto la Asociación Colombiana del GLP (Gasnova) como la Asociación Gremial Colombiana de Comercializadores de Gas (Agremgas), alertaron sobre las alzas al consumidor final a partir del primero de julio e hicieron un llamado al gobierno para incrementar los subsidios al GLP, toda vez que es el sector que menos recursos recibe y solo atiende hasta el momento seis departamentos.
Los gremios también destacaron que el precio de venta de los productores a las distribuidoras aumentó 2,4 veces durante el año 2021, al pasar de $1.041 por kilogramo a $2.456.
“Frente a este incremento y con el propósito de que el usuario final pudiera seguir usando este combustible esencial, las distribuidoras redujeron su margen de comercialización y distribución (ingresos brutos) entre $300 y $350 por kilogramo durante el año pasado, en un escenario de caída en las ventas. Por esta alza en los precios del GLP, el consumo cayó 6,5% desde agosto de 2021 hasta enero de 2022”, señalaron los gremios.
La invitación del sector es a que se extiendan los subsidios a todos los 32 departamentos y se cubra a una mayor proporción de la población. Las ayudas actuales solo llegan a 250.000 familias de las 3,4 millones que consumen este combustible en el país.
De acuerdo con Gasnova y Agremgas, el gobierno debe replantear la política de subsidios a los combustibles, toda vez que el déficit del Fondo de Estabilización de Precios de los Combustibles, que cubre a la gasolina y al diésel, llega a los $14 billones, mientras que un alza en el GLP —un combustible más limpio y que es el segundo más utilizado para cocinar— provocaría el menor consumo y el traslado de los usuarios a otro tipo de combustible más contaminante y peligroso para la salud, como la leña, el alcohol y otros carburantes.
Otra solicitud de los gremios es actualizar la fórmula con la cual se liquidan los subsidios, pues en teoría el subsidio al cilindro en el estrato uno es del 50% y para el estrato dos del 40%, pero cuando se estableció la norma, por allá en el 2014, se señaló que el subsidio se aplicaba sobre el precio del kilo de ese año. Así se ha venido manejando desde entonces, pero con las alzas internacionales que ha sufrido el combustible (entre diciembre de 2020 a mayo 2022 los precios del propano y el butano subieron 90% y 74%, respectivamente), el subsidio efectivo al consumidor final es de solo el 22% para el estrato uno y del 18% para el estrato dos.
Frente a la revisión de la fórmula tarifaria para paliar las alzas en los precios del GLP, los gremios señalaron que ni el Ministerio de Minas y Energía ni la Comisión de Energía y Gas los habían convocado a para tratar el tema, y en consecuencia, a partir de este primero de julio se comenzarán a ver alzas en los cilindros de gas.
Finalmente, los gremios señalaron que «es importante que se tomen decisiones urgentes y estructurales para mitigar el impacto de estas alzas en los usuarios finales: (i) ampliar a todos los departamentos los subsidios al consumo en cilindros, para estratos 1 y 2, y comunidades étnicas, (ii) permitir que haya contratos de suministro con Ecopetrol de más de 6 meses (2 años), y (iii) establecer un mecanismo o fondo de estabilización de precios del GLP».
