Tres aspectos esenciales en la nueva metodología de transporte de gas

En la Resolución CREG 160 de 2020, el regulador publicó lo que será la nueva metodología para remunerar la actividad de transporte de gas natural, donde se destacan estos tres aspectos.

11 de diciembre de 2020.   Un primer aspecto tiene que ver con la desdolarización. La actual estructura de los cargos para la remuneración de la actividad de transporte de gas natural involucra cargos fijos y variables expresados en dólares para remunerar la inversión, y cargos fijos expresados en pesos para remunerar los gastos de AOM.

En la práctica, esto se traduce en que gran parte de la remuneración del transporte de gas natural está en dólares de tal manera que el riesgo de tasa de cambio lo asume la demanda en Colombia.

En la propuesta que se publicó en la Resolución CREG 160 de 2020 este riesgo de tasa de cambio pasa al transportador porque todos los cargos se fijan en pesos, lo cual se puede catalogar como la desdolarización en la remuneración del transporte de gas.

Remuneración y vida útil de los activos

Para cuando los gasoductos que cumplan su vida útil, y continúen en operación, la CREG propone reconocer las inversiones eficientes que requiera el transportador para mantener en operación el activo, y retirar de la base de activos el valor correspondiente al activo que cumpla su período de vida útil normativa.

Etapas para la implementación de la metodología

En la propuesta que se publicó en la Resolución CREG 160 de 2020 se advierten dos fases o instancias para la adopción de la metodología. Esas etapas son:

Etapa 1. Aquí el transportador calcula nuevos cargos regulados y los aplica a partir del mes siguiente a la entrada en vigencia de la metodología. Para su cálculo el transportador de gas natural utiliza la tasa de descuento actualizada que adopte la CREG, fija los cargos en pesos con TRM adoptada en la metodología, y mantiene las variables de inversión, demanda y gastos de AOM como están aprobadas en las resoluciones de cargos vigentes.

Se destaca que el transportador de gas es quien actualiza únicamente la tasa de descuento y fija los cargos en pesos. Estos cargos son transitorios y esto obedece a que los cargos de la etapa 1 estarán vigentes hasta cuando entren a regir los cargos que apruebe la CREG al aplicar la Etapa 2 de la metodología.

Etapa 2. A diferencia de la primera etapa, aquí la CREG –no el transportador– calcula nuevos cargos regulados con base en los criterios que fije en la nueva metodología. En este cálculo la CREG actualiza todas las variables involucradas en la determinación de los cargos regulados y fija los cargos en pesos con TRM de la metodología.
