Bandas tienen azotadas a empresas de servicios públicos en Bogotá y Cundinamarca

Las empresas de Acueducto y Alcantarillado de Bogotá, Enel Colombia y Vanti, firmaron la Alianza por Legalidad de los Servicios Públicos, un esfuerzo conjunto para prevenir el fraude en los servicios públicos y mitigar los daños que esto conlleva para los clientes y para las redes de energía, agua y gas.

Bogotá, 10 noviembre de 2022.   Las empresas de servicios públicos que atienden la región Bogotá-Cundinamarca han detectado que organizaciones delictivas ofrecen conexiones y alteraciones de los contadores de algunos comercios e industrias, ocasionando enormes pérdidas económicas no solo a las empresas prestadoras sino que ponen en riesgo la vida de los usuarios.

Efectivamente, en el sector de agua las pérdidas estimadas son 1,5 millones de metros cúbicos, equivalentes al 3,2% de la facturación mensual de la Empresa de Acueducto y Alcantarillado de Bogotá (EAAB); por su parte, Enel sostiene que entre Bogotá y el departamento los fraudes ascienden al 2% del total de la energía despachada. En el servicio del gas natural, Vanti estima que las pérdidas anuales equivalen al consumo de una ciudad como Tunja.

Los sectores más afectados en Bogotá por el hurto de servicios públicos son Kennedy, San Cristóbal, Teusaquillo, Tunjuelito y Puente Aranda; y en el departamento los municipios con mayores fraudes son Soacha y Girardot.

Al detectar que son bandas organizadas, equipadas con vehículos y herramientas que ofrecen a los usuarios hacer prácticas ilegales en las conexiones, las empresas Vanti, Enel y EAAB se unieron en la ‘Alianza por la Legalidad de los Servicios Públicos’.

Bajo el hashtag #UnidosPorLaLegalidad, la Alianza busca generar conciencia colectiva sobre la importancia de prevenir el delito de hurto de servicios públicos y de denunciar este tipo de acciones, con el fin de proteger la integridad de sus usuarios, evitar accidentes, reducir las pérdidas de energía, agua y gas, que se presentan por acometidas ilícitas, alteración e intervención de medidores, defraudación, suplantaciones, negación de consumo y falta de pago, entre otros.

La alianza destaca que el incremento de los actos de hurto de los servicios públicos afecta la calidad de vida de los usuarios, incrementan posibles riesgos a la seguridad de las personas y eliminan la facturación y recaudo de contribuciones y subsidios.

Debido a que esas prácticas son un delito, la alianza también fortalecerá las estrategias técnicas y legales para contrarrestar la defraudación de fluidos en Bogotá y Cundinamarca.

En este sentido, el equipo interdisciplinario de la Alianza compuesto por las tres empresas trabaja en cuatro ejes estratégicos: operativo, judicial, preventivo y administrativo, enfocados en intercambiar información sobre zonas de alto impacto de hurto, y asegurar actuaciones que exijan el cumplimiento de la legislación respecto al cobro de servicios públicos.

Adicionalmente, buscarán identificar organizaciones dedicadas a cometer el delito de defraudación de fluidos para establecer acciones penales ante la Fiscalía General de la Nación, coordinar operativos conjuntos con la Policía Judicial y Seguridad Ciudadana de la Fiscalía para recuperar consumos ilegalmente obtenidos, entre otros.

Hasta el momento, con el apoyo de la Fiscalía ya se han emitido 80 condenas y actualmente hay abiertos 267 procesos judiciales. Entre los negocios que más acceden a estas prácticas están los restaurantes, los asaderos de pollos, las pizzerías, los hoteles, los moteles, las lavanderías y varias industrias. El problema es que además de que los inducen al ilícito, después terminan siendo extorsionados por las bandas

De acuerdo con Francesco Bertoli, gerente de Enel Grids de Enel Colombia, estas bandas se han sofisticado a tal punto que desde hace unos dos años las empresas también han comenzado a sufrir ataques cibernéticos. 

Sumado a esos esfuerzos colectivos, las compañías hacen un llamado a la ciudadanía para denunciar estos actos ilícitos. La Empresa de Acueducto y Alcantarillado, Enel Colombia y Vanti, cuentan con líneas de atención para realizar estas denuncias de manera anónima con el fin de guardar toda la reserva.

Cristina Arango, gerente de la Empresa de Acueducto y Alcantarillado de Bogotá, dijo que: “Celebro que las Empresas de servicios públicos más grandes del país unamos esfuerzos en la articulación de acciones colectivas en contra del fraude de fluidos; no podemos aceptar que en nuestra ciudad se genere una cultura de la ilegalidad y es por esta razón que estamos trabajando en varios frentes conjuntos para contrarrestarla. Minimizar los fraudes y disminuir las perdidas tanto comerciales como técnicas se ha convertido en uno de nuestros grandes retos y seguro que con este esfuerzo colectivo lo lograremos”

Por su parte, para Rodolfo Anaya, presidente de Vanti “el llamado que hacen las empresas de servicios públicos es a unirnos contra el fraude, a no permitir que nuestra sociedad siga siendo impactada por conductas que la minan, que no seamos indiferentes frente a los que se empeñan por destruir valores a costa de sus mezquinos intereses económicos. Se necesitan acciones articuladas entre los usuarios, empresas y entidades de regulación, investigación, vigilancia y control, para proteger a todos los buenos usuarios que son la mayoría, y todos unidos con total determinación para que esos pocos malos usuarios fraudulentos y a terceros que hacen del fraude un negocio, reciban las más severas consecuencias legales por el daño que están causando”.

    Tesla may struggle to gain market share in oil-rich Saudi Arabia as EVs make up a little over 1% of all car sales in the country, according to a report by consultancy PwC published in September.
    Tesla’s entry into the new market comes as the company fights battles on several fronts.

    Last year, it recorded the first annual decline in sales in its history as a public company, posting a drop of 1%.

    The company is facing intensifying competition in China, the world’s largest auto market. On Tuesday, BYD, a Chinese maker of electric and hybrid cars, reported $107 billion in annual sales for 2024, beating the near-$98 billion notched by Tesla.

    And last week, BYD unveiled an ultra-fast charging system, which it said was capable of adding 250 miles (402 km) of range in just five minutes, easily outdoing Tesla’s charging technology. Tesla’s Superchargers take 15 minutes to charge an EV, providing a range of 200 miles.

If the team can identify similar long-chain molecules, it would mark another step forward that might help researchers determine their origins, Freissinet said.

    “That’s the most precious sample we have on board … waiting for us to run the perfect experiment on it,” she said. “It holds secrets, and we need to decipher the secrets.”

    Briony Horgan, coinvestigator on the Perseverance rover mission and professor of planetary science at Purdue University in West Lafayette, Indiana, called the detection “a big win for the whole team.” Horgan was not involved the study.
    “This detection really confirms our hopes that sediments laid down in ancient watery environments on Mars could preserve a treasure trove of organic molecules that can tell us about everything from prebiotic processes and pathways for the origin of life, to potential biosignatures from ancient organisms,” Horgan said.

    Dr. Ben K.D. Pearce, assistant professor in Purdue’s department of Earth, atmospheric, and planetary sciences and leader of the Laboratory for Origins and Astrobiology Research, called the findings “arguably the most exciting organic detection to date on Mars.” Pearce did not participate in the research.

When it measured the mass of the molecules released during heating, there weren’t any amino acids, but they found something entirely unexpected.

    An intriguing detection
    The team was surprised to detect small amounts of decane, undecane and dodecane, so it had to conduct a reverse experiment on Earth to determine whether these organic compounds were the remnants of the fatty acids undecanoic acid, dodecanoic acid and tridecanoic acid, respectively.

    The scientists mixed undecanoic acid into a clay similar to what exists on Mars and heated it up in a way that mimicked conditions within SAM’s oven. The undecanoic acid released decane, just like what Curiosity detected.

    Each fatty acid remnant detected by Curiosity was made with a long chain of 11 to 13 carbon atoms. Previous molecules detected on Mars were smaller, meaning their atomic weight was less than the molecules found in the new study, and simpler.
    “It’s notable that non-biological processes typically make shorter fatty acids, with less than 12 carbons,” said study coauthor Dr. Amy Williams, associate professor of geology at the University of Florida and assistant director of the Astraeus Space Institute, in an email. “Larger and more complex molecules are likely what are required for an origin of life, if it ever occurred on Mars.”
