Editorial del presidente de la Asociación Colombiana de Ingenieros de Petróleos sobre la polémica en torno al fracking.

11 de septiembre de 2020.   Cuando se acercan instancias definitivas, que deben decidir el futuro del desarrollo de los Yacimientos No Convencionales en Colombia, se disparan las estrategias por parte de los detractores de la industria de los hidrocarburos para buscar favorabilidad en la opinión pública, y a través de esto presionar las decisiones de los magistrados y congresistas.

Las tácticas incluyen utilizar a influenciadores de toda índole, que se encargan de repetir un discurso al que le sobra emotividad y le faltan razones con rigurosidad científica. También lanzan retos como el Fracking Challenge, que rayan en el sinsentido al querer polarizar a la opinión con la dicotomía agua o petróleo.

El verdadero Fracking Challenge en el país es el de propiciar una discusión sin sesgos populistas y sin desinformación, que permita desde el punto de vista técnico y científico explicar claramente a la comunidad y a los tomadores de decisiones las razones por las cuales se recomienda la realización de los Proyectos Piloto de Investigación Integral (PPII).

También es parte de este reto que la industria petrolera demuestre con acciones que se encuentra preparada en todos los frentes para realizar de manera responsable, transparente y bien hechas todas las actividades técnicas, operativas y de manejo del entorno para llevar a feliz término la ejecución de los PPII.

En la concepción de los PPII por parte de la Comisión de Expertos, son incluidos los escenarios participativos, a través del concepto de “urna de cristal”, para que todos los interesados tengan la oportunidad de ver en un medio real y controlado, todas las operaciones necesarias para la aplicación de esta tecnología en nuestro territorio, y con base en sus resultados tomar decisiones definitivas sobre el desarrollo de estos recursos. La presencia de suficientes ojos garantes del proceso favorece la evaluación clara y transparente, ¿A qué se le teme?

Basta de emitir información errada y tendenciosa, basta de cantar victorias inexistentes y estériles, basta de polarizar el país hacia dos vertientes sin retorno. Esto no hace más que hacer apología a condiciones que desde épocas coloniales nos han dividido, y que en lo más profundo de nuestro ser queremos superar.  No hagamos de este tema un Florero de Llorente y no nos prestemos a quienes les interesa el caos y la anarquía. 

El reto que deberíamos afrontar es el de tener altura democrática, para hacer un alto en el camino despojándonos de todo prejuicio y prevención de un lado y de otro, en la búsqueda de un entendimiento mutuo, que permita que no haya vencedores ni vencidos, sino que se logre un acuerdo por el bien de todos los colombianos.  

El panorama que se avizora no es nada halagüeño. La crisis económica y social impactará fuertemente al país por lo menos un par de años más y es aquí cuando deben superarse las diferencias y buscar soluciones sostenibles por el bien de todos.

El desarrollo de los Yacimientos No Convencionales es una de esas alternativas; no la dejemos pasar privilegiando las disputas partidarias e intereses electorales y personales. El reto es Colombia y la decisión que se tome sobre este tema marcará sin lugar a duda el futuro del país.
