Qué detiene el desarrollo de la infraestructura de gas en Colombia

Durante el Foro Iniciativas para Impulsar la Infraestructura y la Demanda de Gas, durante el Congreso de Naturgas, los transportadores presentaron los principales factores que frenan la ampliación de la infraestrcutura.

25 de noviembre de 2021.   De acuerdo con Wilson Chinchilla, vicepresidente de Distribución de Promigas, uno de los principales problemas del sector es la demora en la toma de decisiones, y señaló que hay proyectos prioritarios identificados desde 2016 por la UPME y el Ministerio de Minas y Energía, pero no se han ejecutado porque no se han definido las metodologías de remuneración.

Otro de los aspectos que resaltó el empresario es la falta de definición de los agentes que se benefician con las obras. “Falta claridad en los costos que debe asumir cada empresa que se beneficia con esos proyectos, y además falta coordinación entre la UPME, la CREG y el Ministerio”, dijo Chinchilla.

Además, señaló que hay tres proyectos urgentes que no han sido priorizados: el gasoducto Jobo-Antioquia, para llevar al interior los excedentes de gas de la costa Caribe; el segundo proyecto es la ampliación de la planta de regasificación SPEC, que según Chichillaes la opción mas eficiente en términos de costos y de tiempo para asegurar el abastecimiento en el corto y mediano plazo; y el tercer proyecto es la ampliación de capacidad de transporte del tramo Cartagena-Barranquilla, de manera paralela a la bidireccionalidad del tramo Barranquilla-Ballena.

“Estas tres obras son clave para asegurar el suministro de gas y al interior para acceder al excedente de gas de la costa, al gas importado y a la futura producción del off shore”, dijo.

Por su parte, para Mónica Contreras, presidente de TGI, señaló que lo primero es garantizar la confiabilidad del suministro para Bogotá, para lo cual mencionó dos proyectos: ampliar un tramo del gasoducto Cusiana-Bogotá, en la zona de Usme, y pensar en un gasoducto adicional de entrada a Bogotá. Un segundo proyecto es el gasoducto Jobo-Medellín, para garantizar la confiabilidad del suministro a la capital antioqueña.

“Además, es importante para el país enmallar todo el sistema de gasoductos y empezar a trabajar con un sistema tarifario diferente, no por cargo por distancia sino por estampilla, nacional o regional, o irnos a un sistema más sofisticado como el entry-exit”, dijo Contreras.

Regulación tarifaria

Finalmente, Chinchilla mencionó el retraso en la actualización tarifaria, pues se han identificado errores en las fórmulas. “No obstante, llevamos más de diez años discutiendo y a la fecha esos errores e mantienen sin corregir. Necesitamos que esas observaciones sean analizadas y tenidas en cuenta, para que las compañías puedan recuperar los costos reales y garantizar la continuidad del servicio”.
