Autoridades vallecaucanas se capacitaron en temas sobre el GLP

GASNOVA ofreció una capacitación virtual a autoridades vallecaucanas, puntualmente de Cali y de Buenaventura, con el fin de brindarles asesoría normativa para controlar la ilegalidad en el sector del gas LP (GLP).  

14 de agosto de 2020.   Al webinar ‘Normativa vs. ilegalidad en el GLP’, realizado por la Asociación Colombiana del GLP (GASNOVA), asistieron funcionarios de la POLFA (Policía Fiscal y Aduanera) seccionales Cali y Buenaventura, así como funcionarios de la alcaldía de Cali y del departamento del Valle del Cauca, a quienes se capacitó en la identificación y tipificación de las acciones ilegales en el sector del gas LP (GLP), como: transporte ilegal del GLP, hurto de cilindros, llenaderos (parqueaderos y carrotanques que envasan cilindros de forma fraudulenta y peligrosa para los usuarios), venta ilegal de cilindros y contrabando. 

Esta capacitación virtual contó con el apoyo de la alcaldía de Santiago de Cali, el mayor Germán Gómez Hoyos, el jefe de la División POLFA Cali, y el mayor Jorge Nilson Barco, Jefe de la División POLFA Buenaventura. 

Debido a la actual crisis sanitaria de la Covid-19, el gremio del GLP ofrece capacitación virtual a las autoridades que controlan la ilegalidad, que tanto afecta a la industria colombiana del GLP en diferentes regiones del país. “Estos talleres de capacitación abordan asuntos normativos y regulatorios del sector GLP”, explicó Alejandro Martínez Villegas, presidente de GASNOVA. 

Almacenamiento ilegal de GLP 

En el Valle del Cauca las autoridades tienen identificados a personas inescrupulosas que almacenan de forma ilegal grandes cantidades de GLP en tanques estacionarios, escondidos dentro de bodegas o patios, sin seguir la reglamentación técnica.   

Precisamente, unidades de la POLFA en ese departamento allanaron varios llenaderos ilegales, en los municipios de Candelaria y Jamundí y en la ciudad de Cali. Fueron 3 operativos que dejaron como saldo la incautación de 2.450 kilogramos de GLP encontrados dentro de varios tanques estacionarios, así como cerca de 300 cilindros de gas propiedad de diferentes compañías.  

Cabe resaltar que estas conductas ilegales representan un peligro para los usuarios y para la comunidad, ya que los procedimientos y las maniobras que se llevan a cabo en estos llenaderos son riesgosos, al no contar con la tecnificación y seguridad con la que cuenta una planta de envasado legalmente constituida. 

 Según datos de GASNOVA, las empresas legales de GLP en Colombia han puesto en circulación casi 10 millones de cilindros, gracias a una inversión de más de $500.000 millones de pesos. No obstante, debido a la ilegalidad, aproximadamente el 20% están extraviados. 

De acuerdo con cifras del gremio, la ilegalidad mueve cerca de 3.835 toneladas de GLP al mes, de los cuales 1.655 toneladas corresponden a llenaderos ilegales, 755 a transvase y venta ilegal de gas, 467 al acopio de cilindros, 303 a manipulación de cilindros y 657 a contrabando de GLP en zonas de frontera. 

En el departamento del Valle del Cauca la demanda anual de GLP representa un total de 47’758.665 kilogramos, que llegan a 327.114 hogares –es decir, 1’046.764 personas, aproximadamente–. A nivel nacional, Valle ocupa el 5º lugar en consumo de GLP, con un 8% del consumo total.
