Ante el ministro de Minas y Energía, Diego Mesa, tomó posesión Miguel Lotero Robledo como el nuevo Viceministro de Energía, con el compromiso de dar continuidad a las políticas del Gobierno en el sector energético.
21 de julio de 2020. Para el nuevo viceministro de Energía su principal reto será que las obligaciones que varias compañías adquirieron en las subastas de Cargo por Confiabilidad y de contratos de largo plazo, realizadas en 2019, se conviertan en obras concretas.
Son 14 proyectos de energías renovables no convencionales que entrarán en operación en 2022, de los cuales 9 serán eólicos y estarán ubicados en La Guajira, y los 5 restantes serán parques solares ubicados en los departamentos de Cesar, Córdoba, Valle del Cauca y Tolima.
“Estos proyectos representarán inversiones que superan los $7 billones y generarán más de 6.000 empleos. Además, permitirán que Colombia pase de tener menos de 50 megavatios de capacidad instalada a más 2.500 megavatios en energía solar y eólica, los cuales representarán cerca del 12% de la matriz eléctrica en el 2022”, aseguró Miguel Lotero.
Otras de las prioridades del Viceministro de Energía serán seguir buscando la universalización del servicio de energía eléctrica y construir e iniciar la implementación de la hoja de ruta para la modernización y transformación del sector eléctrico para los próximos 25 años, con base en las recomendaciones de la Misión de Transformación Energética.
En hidrocarburos, los principales retos de Lotero serán ampliar la cobertura del servicio de gas natural, sustituir algunos energéticos por unos más amigables con el medio ambiente, generar la confiabilidad del abastecimiento permanente de energéticos y reactivar el sector con la firma de nuevos contratos.
Después de cinco años, en 2019 Colombia volvió a realizar rondas de asignación de áreas, que permitieron la firma de 26 nuevos contratos E&P con inversiones cercanas a los US$940 millones, y en el segundo semestre de 2020 se realizará el tercer ciclo del Proceso Permanente de Asignación de Áreas que permitirá concretar nuevos contratos e inversiones.
Adicionalmente, el Viceministro de Energía trabajará por asegurar el inicio de las campañas exploratorias de los nuevos proyectos costa afuera, los cuales tienen compromisos de inversión por $7 billones y el potencial de convertir a la región Caribe en un gran hub de servicios y bienes petroleros.

El viceministro de Energía, Miguel Lotero Robledo, es abogado de la Universidad EAFIT, cuenta con una especialización en Derecho Administrativo y una maestría en Gestión Pública, ambas de la Universidad de Los Andes.
Es experto en el diseño y la formulación de políticas públicas para el sector minero-energético. Cuenta con más de diez años de experiencia ejerciendo posiciones de liderazgo y participando en todos los sectores de los servicios públicos domiciliarios. Ha ejercido la profesión de abogado como asesor, consultor y estructurador de proyectos, así como ocupando posiciones de gestión y dirección en el sector energético.
Miguel Lotero Robledo ingresó al Gobierno Nacional en 2018 como asesor del entonces viceministro de Energía Diego Mesa Puyo y de la ex ministra de Minas y Energía, María Fernanda Suárez, donde lideró la estructuración de la subasta de fuentes de energía renovable, fundamental para el proceso de la transición energética y la diversificación de la matriz que inició el Gobierno.
Durante su período como asesor en el Ministerio de Minas y Energía también participó en otras iniciativas del sector como en la conformación de la Misión de Transformación Energética, que permitirá definir la hoja de ruta de los lineamientos que le darán un giro al sector energético al país en los próximos años.
Fue miembro de las juntas directivas de Gestión Energética S.A. E.S.P. (GENSA) y de la Electrificadora del Meta S.A. E.S.P. (EMSA), desempeñándose en varios períodos como presidente de ambas juntas directivas.
Además, ejerció como viceministro de Energía encargado en varias ocasiones, realizando las funciones propias de dicho cargo, así como representando al Ministerio de Minas y Energía en el Consejo Directivo del Fondo de Energías No Convencionales y Gestión Eficiente de la Energía (FENOGE) y en la Comisión de Regulación de Energía y Gas (CREG).
Antes de ingresar al Gobierno, el viceministro de Energía, Miguel Lotero, trabajó como asociado y socio de reconocidas firmas de abogados nacionales, liderando las prácticas de servicios públicos domiciliarios, infraestructura y derecho público.
