Publican proyecto de Resolución sobre uso del Autogas en Colombia

La cartera colombiana de Energía sacó a comentarios un proyecto de Resolución, por el cual se establecen los parámetros de Calidad del Gas Licuado de Petróleo (GLP) para uso vehicular (AutoGLP y NautiGLP).

19 de febrero de 2020.   Elobjeto de la norma es definir los requisitos, las obligaciones y los parámetros de calidad del Gas Licuado del Petróleo (GLP) en el uso como carburante en motores de combustión interna en medios de transporte (AutoGLP y NautiGLP).

En tal sentido, la resolución aplicará a las siguientes actividades:

  1. Producción, importación y distribución de GLP para uso como carburante en motores de combustión interna.
  2. Requisitos y obligaciones de las estaciones de servicio de GLP o mixtas.
  3. Otras actividades relacionadas con la cadena de abastecimiento de GLP para AutoGLP y NautiGLP.

Aunque en todo el mundo el uso del GLP en transporte terrestre se denomina Autogas y en el uso de transporte acuático Nautigas, el Ministerio de Energía de Colombia decidió denominarlos AutoGLP y NautiGLP.

En cuanto a los parámetros de calidad del GLP como carburante en AutoGLP y NautiGLP, la norma señala que se aplicarán como parámetros de calidad y métodos de prueba los contenidos en la NTC 2303 SOBRE “Propano para aplicaciones especiales”, así como las normas que la modifiquen y sustituyan.

Para conservar la calidad del producto empleado en AutoGLP y NautiGLP a lo largo de la cadena de suministro, los agentes involucrados deberán implementar un programa de aseguramiento y control de la calidad, de acuerdo con lo establecido en la resolución.

Y  menciona que hasta tanto no se cuente con al menos un laboratorio de ensayo / prueba para verificar el cumplimiento de los parámetros de calidad exigidos en la Resolución acreditado por el Organismo Nacional de Acreditación de Colombia (ONAC), serán tenidos en cuenta los resultados de los laboratorios que efectúen dichas pruebas.

Sobre el reporte de información, la resolución señala que será responsabilidad de cada uno de los agentes de la cadena de AutoGLP y NautiGLP reportar oportunamente la información solicitada en el Sistema de Información de Combustibles Líquidos (SICOM), o el que lo sustituya.

Finalmente, la norma señala que a partir de la entrada en vigencia de la Resolución no se requerirá informar a la Dirección de Hidrocarburos del Ministerio de Minas y Energía sobre la realización de pruebas piloto con el fin de evaluar el comportamiento del GLP como carburante en motores de combustión interna.
