El Ministerio de Minas y Energía publicó un proyecto de resolución para formalizar el uso del Gas Natural Licuado (GNL) para la realización de pruebas experimentales en el territorio nacional, como carburante de combustión interna para el transporte automotor (AutoGNL).

Dentro de los requisitos que deben cumplir los interesado en realizar la prueba experimental están los siguientes:

  1. Carta de presentación, documento suscrito por el Representante Legal del interesado que presente ejecutivamente la empresa que representa, manifestación de interés en realizar la prueba y disponibilidad presupuestal.
  2. Certificado de existencia y representación legal del interesado con una vigencia no mayor de 30 días.
  3. Cronograma y metodología del trabajo a desarrollar.
  4. Descripción técnica y diseño del proyecto.
  5. Rutas del territorio nacional donde será realizada la prueba experimental.
  6. Documentación que demuestre que el interesado cuenta con Gas Natural Licuado disponible.
  7. Estudio que defina el volumen de Gas Natural Licuado.
  8. Diseño de ingeniería del proyecto.
  9. Disposición de vehículos propios o de empresas de transporte que cuenten con interés en la prueba experimental.
  10. Descripción general de los vehículos de carga a utilizar para la realización de la prueba.

Las pruebas experimentales se realizarán bajo cuenta y riesgo del interesado, por lo que se exime de responsabilidad al Gobierno Nacional.

Tan pronto la solicitud es recibida, la Dirección de Hidrocarburos del Ministerio de Minas y Energía evaluará y verificará que la propuesta cumpla con la documentación y requisitos exigidos, en un plazo no mayor a treinta días hábiles. Tan pronto es verificada la solicitud, se autorizará al Interesado para que ejecute la prueba experimental con el fin de evaluar el comportamiento del Gas Natural Licuado (GNL) como carburante en motores de combustión interna, dirigido al transporte de carga pesada.

La autorización para la realización de la prueba experimental estará vigente durante el periodo solicitado, la cual podrá ser susceptible de prórroga por requerimiento del Ejecutor. El plazo máximo será hasta la fecha en la que el Ministerio de Minas y Energía expida la reglamentación técnica correspondiente sobre el uso del AutoGNL y esta entre en vigencia.

Una vez el Ejecutor obtiene la autorización por parte del Ministerio, previo a la puesta en marcha de la prueba experimental, deberá reportar las características de los vehículos dispuestos para este propósito. La prueba experimental no podrá ser puesta en marcha hasta que no se le haya informado a la entidad acerca de los vehículos dispuestos para tales efectos.
